ARTICLE I
NAME AND TIME OF MEETING
Section 1. This Local Lodge shall be known as World Air Capital Local Lodge No. 1487, International Association of Machinists and Aerospace Workers.
Section 2. The regular meetings of this Local Lodge shall be held on the first and third Tuesday of each month at a location to be selected by the Local Lodge. The meeting held on the first Tuesday shall begin at 3:00 p.m. and the meeting held on the third Tuesday shall begin at 9:30 a.m. When a meeting date falls on a generally recognized holiday, in which event a substitute day of meeting may be set at the preceding meeting. Should a meeting date fall on a date of a federal or state election, the meeting will be held on the following day. Such change of the meeting will be posted two weeks in advance.
(a) The Executive Board, consisting of all elected officers, shall meet on the second Tuesday of each month, and at any time deemed necessary by the President, at the Local Lodge hall. The Educator and Communicator shall be non-voting members of the Executive Board.
Section 3. Special meetings shall be called in accordance with the provisions of the IAM Constitution.
ARTICLE II
FEES AND DUES
Section 1. The initiation and reinstatement fee of this Local Lodge shall be $60.00.
(a) The above initiation and reinstatement fee shall apply, unless in conflict with the District Lodge bylaws of the members.
Section 2. All applications for membership in this Local Lodge must be accompanied by the full amount of the initiation or reinstatement fee.
Section 3. Special provisions for membership shall be made for newly organized airlines, departments or fix based operators.
Section 4. The monthly dues of this Lodge shall be a uniform rate for each membership classification equal to two (2) times the weighted average hourly earnings of members employed in the membership classification and covered by the collective bargaining agreements under the Local Lodge jurisdiction in accordance with the IAM Constitution.
(a) Members, after having received a delinquency notice, are expected to submit a dues tender through the current month to the Financial Secretary of Local Lodge 1487. Failure to do so shall cause the matter to be placed before the Executive Board of the Local Lodge.
(b) Delinquency in the payment of dues or assessments shall automatically cancel membership in this Local Lodge.
Section 5. Applicable provisions of the IAM Constitution shall be carried out with respect to initiation fees.
Section 6. Applicable provisions of the IAM Constitution shall be carried out with respect to unemployment stamps.
ARTICLE III
FUNDS
Section 1. The funds and property of this Local Lodge shall remain with the Local Lodge for its legitimate purposes so long as this Local Lodge is chartered by the International Association of Machinists and Aerospace Workers. If, for any reasons, the charter is withdrawn, all funds and property shall be turned over to the Grand Lodge. This section shall not be altered or amended.
Section 2. The funds deposited in the checking account of this Local Lodge shall be drawn only by a majority vote at a regular meeting on an order signed by the President or Vice President and Recording Secretary, with the seal of the Local Lodge attached.
(a) The Local Lodge may vote donations to sister Local Lodges of the International Association of Machinists and Aerospace Workers for strike purposes. The provisions of the IAM Constitution shall be carried out before donations are made. (Exception) A donation not to exceed $35.00 may be made without Local Lodge action upon receipt of a bona fide strike plea.
Section 3. All checks must be countersigned by the President of the Local Lodge or other authorized persons.
Section 4. No motion shall be in order to vote a sum greater than $100.00 for any purpose, except to pay regular bills, unless two (2) weeks' notice has been given at a regular Lodge meeting.
(a) No motion shall be in order to vote a sum greater than $100.00 and that the Local Lodge donate a maximum of one (1) hardship donation per member per year after request for assistance has been investigated and approved by the Sick and Welfare Committee.
(b) Any requests for capital property purchases of office equipment, training aids or any other items needed to properly service the members of this Lodge; those request must be submitted to the Local Lodge 1487 Executive Board for approval.
When any such items are considered, the cost and reason for such acquisitions will be presented to the Local Lodge Executive Board.
No purchases, contracts, service agreements or other encumbrances for the aforementioned items will be entered into without the prior approval of the Local Lodge 1487 Executive Board and the membership.Section 5. When an amount over the necessary working capital of this Local Lodge accumulates, it shall be the duty of the Lodge to transfer or invest such amount in accordance with the IAMAW Constitution.
(a) The funds shall be drawn from a savings account or bonds into the checking account by a two-thirds (2/3) majority vote of those present at a regular meeting or special meeting and in accordance with Article III, Section 2 of these bylaws.
(b) Applicable provisions of the IAM Constitution shall be carried out.
ARTICLE IV
Section 1. The election of officers shall be held at the first meeting in December in accordance with the IAM Constitution. The tenure of office for each officer shall be for a 3-year duration.
(a) All nominations must be made from the floor by a member who is in good standing with the Local Lodge.
(b) Members may nominate themselves for Local Lodge office
(c) Nominations for Local Lodge office may not be submitted in writing and will not be considered as a nomination for Local Lodge office.
(d) Members who are not present at the nominating meeting may be nominated. If the member is not present and is nominated for a Local Lodge office, he/she must have an acceptance letter on file for that office so nominated for, with the Recording Secretary of the Local Lodge at the time the nomination is made.
(e) If a member nominated for office desires to decline the nomination, he/she must do so in writing, and present said letter to the Recording Secretary of the Local Lodge.
(f) Persons nominated for any Local Lodge office shall be notified of that nomination in writing, by the Local Lodge Recording Secretary.
Section 2. No member shall be eligible for office who has not been a member of the International Association of Machinists and Aerospace Workers and of Local Lodge 1487 for a period of one (1) year or longer, and who has not actively worked at the trade for the 6-month period preceding his or her nomination. In order to be eligible for nomination to office a member must have attended twelve (12) regular Local Lodge meetings during the 12month period ending the date of the close of nominations. If a member is eligible for less than 12 meetings, then he or she must attend fifty percent (50%) of the meetings during the 12-month period ending the date of the close of nominations for which they are eligible in order to be nominated for office. Members who are serving as full-time employees, representatives, or officers of the Local Lodge, District Lodge or Grand Lodge shall be exempt.
A member will be considered not eligible to attend a Local Lodge meeting if:
1. The member is on a regularly scheduled work day during the meeting.
2. The member is confined due to a verifiable illness.
3. The member is on a scheduled vacation.
4. The member is on authorized union business.
5. The member is on military leave.
6. The member is on verified Family Medical Leave Ace (FMLA) leave.
It is the responsibility of each member to provide the necessary information to the Local Lodge Recording Secretary in order to verify eligibility.
Section 3. A candidate for Local Lodge office receiving the plurality of votes cast shall be declared elected. All provisions of the IAMAW Constitution shall be carried out.
(a) Should a tie vote occur, voting shall continue until an election is decided.
(b) A member cannot aspire to more than one (1) Local Lodge office in an election of this Local Lodge.
(c) Not later than fifteen (15) days prior to the election, the Recording Secretary shall notify all members by mail, at the last known address, of the time, date and place of the election.
(d) Absentee ballots shall be mailed members in accordance with the IAMAW Constitution.
(e) For "Mail Ballot" to be counted, the ballot in its envelope must be received by the Recording Secretary not later than the closing of the polls on the day of election.
(f) The hours of election shall be 0600 to 1800 for Local Lodge, District Lodge and Grand Lodge elections, unless different times are specified by the District Lodge or Grand Lodge. The place of election shall be in accordance with the IAM Constitution.
Section 4. Election of delegates to affiliated labor bodies - Every three years in the month of November, there shall be nominations, with the election in the month of December, of one (1) delegate and nine (9) alternate delegates. They will attend conferences, etc., of such affiliated labor bodies. The delegate shall attend all such conventions, conferences, etc. The number of alternate delegates to attend such conventions, conferences, etc., shall be by Local Lodge action when the call for delegates is put out. The alternate delegates shall be selected by number, one (1) through nine (9). Any member selected as a delegate or alternate delegate elected in December must comply with the provisions of Article IV, Section 4 (a) of these bylaws. This does not apply to Grand Lodge Convention delegates.
(a) A majority of all votes cast will be required to elect all delegates to Grand Lodge and District Lodge Conventions or any other body with which this Local Lodge may affiliate. In order to be eligible for nomination as delegate to Grand Lodge or District Lodge Convention or any other body with which the Local Lodge may affiliate a member must have attended six (6) regular Local Lodge meetings during the 12-month period ending with the date of the close of nominations. If a member is eligible for less than 12 meetings, then he or she must attend fifty percent (50%) of the meetings during the 12-month period ending the date of the close of nominations for which they are eligible in order to be nominated as delegate. In order to be nominated a member must also be in compliance with applicable provisions of he District Lodge bylaws and the IAM Constitution.
A member will be considered not eligible to attend a Local Lodge meeting if:
1. The member is on a regularly scheduled work day during the meeting.
2. The member is confined due to a verifiable illness.
3. The member is on a scheduled vacation.
4. The member is on authorized union business.
5. He is on military leave.
6. The member is on verified Family Medical Leave Act (FMLA) leave.
It is the responsibility of each member to provide the necessary information to the Local Lodge Recording Secretary in order to verify eligibility.
(b) All delegates to any convention may be instructed in writing by the membership of that District Lodge at a meeting prior to the convention.
ARTICLE V
DUTIES
Section 1. The duties of the President shall be as outlined in the IAM Constitution.
Section 2. The duties of the Vice President shall be as outlined in the [AM Constitution.
Section 3. The Recording Secretary shall act as Recording and Corresponding Secretary of this Local Lodge and shall perform his duties in accordance with the provisions of the IAM Constitution.
Section 4. The Secretary-Treasurer shall receive and deposit all funds of the Local Lodge in a bank of sound financial standing in the name of the Local Lodge. The Secretary-Treasurer shall pay all properly drawn orders that have been signed by the President and Recording Secretary bearing the Local Lodge seal, the check number, the amount, and to whom paid, and which checks shall be countersigned by the President of the Local Lodge, but shall not draw any check whatever in violation of the IAM Constitution. He shall in every other instance perform the identical duties as therefore assigned to the Financial Secretary.
Section 5. It shall be the duty of the Trustees to sign all bills, to take charge of all property of the Local Lodge and at the expiration of each quarter, they shall assist the Auditing Committee in the examination of the books and accounts.
Section 6. The duties of the Local Lodge Communicator and the Local Lodge Educator shall be as outlined in the IAMAW Constitution.
Section 7. Any officer who has been absent for three (3) consecutive meetings without being excused by the Local Lodge, should resign. Should he fail to resign, he will then be charged with negligence of his duties and tried in accordance with the trail procedure set forth in the IAM Constitution.
Section 8. All officers of this Local Lodge, at the expiration of their term of office or in case of removal or resignation shall turn over to their successors in office all books, vouchers, funds and other property belonging to the Local Lodge within three (3) days.
Section 9. Any vacancy occurring in the office of the President shall be filled by the Vice President for the unexpired term.
All other vacancies of office between elections covering officers, Executive Board members, Delegates and Grievance Committee shall be filled by appointment by the President of the Lodge with the approval of the Executive Board. Such appointments shall be for the balance of the unexpired term.
ARTICLE VI
Section 1. All Grievance Committees and/or Chief Stewards who represent members of this Local Lodge in the grievance procedure of their individual companies, shall be elected in accordance with the applicable District Lodge bylaws and/or their individual labor agreements.
Section 2. All Grievance Committee members and/or Chief Stewards from District Lodges 141, 142, and 143 will be nominated and elected by the respective membership they represent in accordance with their Collective Bargaining Agreement. Nominations of all members of these Grievance Committees and/or Chief Stewards will be closed two (2) meetings prior to the meeting of election, which is the first meeting in December, and shall take office on January 1 for a term of three (3) years. All committee persons, Chief Stewards and their alternates shall comply with Article IV, Section 2 of the Local Lodge bylaws.
In the event of a grievance committee vacancy due to a newly organized group which ratifies a first agreement, elections for those grievance committee positions will be held as soon as possible.
In the event there is no local Committee, the vacancy will be filled by appointment of the Local Lodge Executive Board.
(b) Members of the Local Lodge's Grievance Committees and/or Chief Stewards, holding office and exercising super seniority by virtue of their election to the Grievance Committee, shall attend the regular meetings of Local Lodge 1487. Any committee member and/or Chief Steward holding and exercising such super seniority who, shall be absent from three (3) consecutive, regular meetings of this Local Lodge will resign. Should he fail to resign, he will then be charged with negligence of his duties and tried in accordance with applicable provisions of the IAMAW Constitution.
(c) Effective with the approval of these bylaws there shall be separate United Airlines Grievance Committees for those members in District Lodge 141.
Effective with the term of office that begins in the year 2005, the District 141 United Airlines Ramp and Stores Grievance Committee shall consist of one (1) Chairman and one (1) Secretary and one (1) Committeeman elected by and from the Ramp and Stores, Security Guards and Kitchen Employee's of District 141, and United Airlines membership in Chicago.
Effective with the term of office that begins with the year 2005, the District 141 United Airlines Public Contact Employees Grievance Committee will consist of one (1) Customer Service Committeeperson (CSA) elected by all Customer Service Representatives and one (1) Reservations (RSSR) Committeeperson elected by all Reservations Representatives.
Any additional Committeepersons negotiated between District 141 and United Airlines will be nominated and elected by and from the respective membership working under the jurisdiction of that Agreement.
Section 3. The Local Lodge Committee Chairman and/or Chief Steward shall be responsible to the Local Lodge for the action of this committee. They shall see that it conducts its affairs in an efficient manner and in accordance with the IAM Policy and objectives. Failure to comply with the IAM Policy and objectives should result in their resignation. Should they fail to resign, they will then be charged with negligence of their duties and tried in accordance with applicable provisions of the IAM Constitution.
Section 4. The Local Lodge Committee and/or Chief Steward shall keep a complete record of all action taken and results achieved. Answers to grievances will be given to the Shop Steward involved by copy of same. They will report to the Local Lodge at each regular meeting and submit any report required of the committee by the District Lodge. They will be permitted attendance at all meetings of the Executive Board.
Section 5. It shall be the responsibility of the Local Lodge Committee and/or Chief Steward to maintain a Steward structure of their respective agreements.
ARTICLE VII
Section 1. For expenses incurred in the faithful performance of their duties, the officers shall receive a monthly allowance as follows: President- $240.00, Vice President$120.00, Recording Secretary - $200.00, and Trustees - $80.00. The Conductor/Sentinel shall receive $48.00
In addition the Secretary-Treasurer as compensation for his/her part time position shall receive $.35 per full dues paying member.
Expenses incurred by the officers shall be paid upon submission of an itemized statement covering same for approval by the Local Lodge.
ARTICLE VIII
Section 1. The Local Lodge will not be responsible for lost time and expenses. Members elected or appointed to attend any convention, conference or training will do so at their own expense.
Section 2. Members of Local Lodge 1487 assigned to participate in any official business representing the Lodge outside the Chicago area shall be allowed:
(b) A subsistence equal to IRS allowable.
(a) Reasonable transportation expenses necessary to attend to Local Lodge business, subject to approval by the Local lodge Executive Board and, in accordance with, the Local lodge 1487 Policy.
(c) Reasonable hotel room expenses. (This will be in accordance with Local Lodge policy).
Members assigned to participate in any official business representing the Local Lodge within the Chicago area shall be allowed $20.00 per day per diem. In addition, the member will be paid any loss of straight time wages incurred in performance of such duties. Any member so paid shall submit an itemized expense account to the Local Lodge for approval. (Exception : No regular day off shall be considered a loss of time for which the member is entitled to any reimbursement of wages.)
Section 3. Chicago Federation of Labor delegates from this Local Lodge attending C.F. of L. meetings shall be compensated for parking expenses and one (1) meal. The meal expense is not to exceed $3.50
ARTICLE IX
Section 1. Amendments - Any increase in the amount of initiation and reinstatement fees, Emergency Funds and Local Lodge dues must be handled on the basis of the procedures specified in the IAM Constitution.
Any other amendments to these bylaws must be handled on the basis of the following procedures:

(a) All proposals must be in writing, signed by not less than five (5) members and referred to a Bylaws Committee appointed by the President.
(b) Must be read as proposed at two (2) consecutive meetings. Immediately following the second reading, the Bylaws Committee shall submit their recommendations.
(c) Reasonable advance notice must be given to the membership of the time, date and place of the second reading, and vote to be taken on the Bylaws Committee's recommendations.
(d) Each proposal must be considered and voted upon separately. A majority affirmative vote by those present and voting is needed for adoption.
(e) Triplicate copies of approved proposals, together with the master copy of bylaws shall be referred to the International President for approval and designation of an effective date.
Section 2. Nothing in these bylaws shall be construed or applied in a manner that will conflict with the provisions of the IAM Constitution. All matters arising and not specifically covered by these bylaws shall be governed by the IAM Constitution.
ARTICLE X
Section 1. No member shall be allowed to enter or retire from the Local Lodge room during opening exercises, while balloting, or during initiation. Officers must be at their respective stations and members must not leave their seats unless by permission of the President.
Section 2. Any member being called to order by the Chair, and not heeding, shall be debarred from participating in further debate during that session.
Section 3. Any member entering the Local Lodge room under the influence of liquor, or using profane language in the Local Lodge room, or otherwise conducting himself in a manner detrimental to the harmony of the Local Lodge shall be reprimanded by the President, and, if he persists in bad conduct, he shall be requested to leave the hall.
Section 4. Any member indulging in slanderous or malicious gossip concerning any member or officer of this or any other lodge of the International Association of Machinists and Aerospace Workers may be called upon to prove his statement at any regular or called meeting. If he fails to do so when requested, charges shall be preferred in writing, and a trial given.
ARTICLE XI
Section 1. A Legislative Committee of up to seven (7) members shall be appointed by the President. It shall be their duty to keep a record of laws enacted in favor of or against organized labor. Additionally, records should also be kept of the names of those legislators, lobbyists, or organizations that oppose or promote labor-oriented legislation. They shall also assist, insofar as possible, in the promotion of legislation favorable to labor.
Section 2. All Officers, employees or other individuals in this Local Lodge who are responsible for, or handle funds of or for the Local Lodge, shall be bonded in accordance with the IAM Constitution and the IAM Policy relating thereto.
